Borough Council.
A special meeting of the Council was held on Tuesday evening last. Present —His Worship the Mayor. Crs. E. K. Browu, C. D. Berry, J. Whinray, Tutchen, Lewis, Townley, Clayton,, and Tucker. His Worship intimated that in pursuance of resolution of the Council the following business would be considered :— Town Clerk. —The following applications, were received for the office of:Town Clerk &c., :—-R. M. Skeet, J. Bourke, F. J. Piesse, G. T. Hume, G. Stephenson, T. Shirley, W. J. Quigley- . * His Worship raised the question as to whether those applications which were unaccompanied by the names of bondsmen should be received. He thought that as it had been difficult to get information in the office for some days, the Council should not be very particular on this occasion.
Cr. Tutchen thought differently. Cr. Tucker thought that it was time to talk about sureties after the selection of the candidate, and before he entered on the performance of his duties.
Cr. Brown proposed, and it was resolved that all the applications be received as formally valid. His Worship then proceeded to the presentation of the names of the candidates, arid-after some discussion it was decided that His Worship should propose them seriatim from the chair, and Crs. could second anyone that they chose : —R. M. Sheet, was not seconded ; J. Bourke, seconded by Cr. Tucker ;/F. JiTJiesse, seconded, by Cr. Tutchen; G. Stephtehson, not seconded; G. T. Humh,mot seconded ; T. Shirley, not seconded ; W. J. Quigley, .seconded by Cr, Tucker. This reduced the candidates to three, namely Messrs. .Bourke; Piesse, and Quigley, andfon the individual names being-put* Ylr. J. Bourke was elected as follows —?Fpr, Crs. Br.oWn, Tucker, Clayton, Whinray, Lewis’, and Townley. Against, Crs. C. D. Berry and Tutchen..’ ,: ■ His Worship said it was absolutely necessary that the new clerk should take office at <niee as the work was behind?‘hand,, za: view which - was endorsed by most of the, Crs. . , Crs, Berry and ’Tutchen disagreed, and said that if the newly elected clerk could not commence his duties at once the -, council] .(.should proceed to the election of another candidate.
Cr. |Tutchen was very emphatic in his opinion that if anything had gone wrong the late clerk’s sureties should be advised to that effect, and be requested to put matters right. He drew a comparison between the clerkship and the night soilman—whose duties were eerta’nly not similar, but differed little—the latter’s sureties were communicated with when he did something with which the council disagreed. Cr. Tucker moved : That His Worship be empowered to employ some-fit pertfbh to conduct, temporarily, the duties of the office—carried. Mr. Bourse,. who was present, said he could not 'commence duty for a fortnight. The Council agreed to allow Mr. Bourke to recommend some one to take his place for that time. On the motion of Cr. Tutchen, it was resolved.Jhat Mr. Sherriff’s sureties be written to, advising them of the state in which he leaves his office.
A communication was received from the Borough Auditors, intimating that as the accounts were not ready, their audit could not be proceeded with. The following tenders were received for metalling Palmers! on Road. J. Wall, £5O ; C-. McDevitt,. £63 10s 6d. The former, was accepted, on the, motion of C,r. Tutchen, but, on the further motion of Cr. Tucker, the acceptance was made subject to an alteration in, .the specification that the work do extend from Grey-street to Roebuck Road,. • It was decided that Mr. Bourke’q salary should Commence on the, 14th of Nov., provided he give his attendance,'but that h'is appointment date as from the 30th inst.
With regard to applications for the accrued sinking fund £7OO, it was resolved that they be left for the consideration of 'the Finance Committee, who are empowered to accept those considered most eligible.
Or. Tutchen was elected a member of the Finance Committee, in place of Cr. Piesse resigned. A letter was received complaining of the nuisance caused by the driving of horses through the town. This being a special meeting, the matter was ordered to stand over.
