IMPORTANT ELECTORAL QUESTION.
An exceedingly important question has been raised in connection with the Representation Bill. As a man cannot be registered under the residential qualification until he has resided six months in a district, it is argued that no man can be thus registered for the new districts created by the Representation Act until six months after that Act has become law, because the new districts do not come into existence until the Act is assented to by the and, therefore, a man cannot be said to be resident in a district which does not exist. This practically disfranchises every one in the Colony who has only a residential qualification. It is probable that a fresh Bill will have to be introduced to remove the difficulty by providing that residence in the actual localities which form the old and new districts should be sufficient qualification for registration.
Since writing the above the Law Officers have decided that the Bill would, as it stands, disfranchise those holding only a residential qualification in new districts, and that the Government intend to bring down an amending clause by message from the Governor.
