Hawke's Bay Education Board.

The committee' appointed to consider the-scholarship question presented a report as follows : — 1. That three scholarships of £3O each, tenable for two years, be awarded upon the results of the late examinations. 2. That scholarship-holders shall attend any school approved by the Board at which, the higher branches of education are taught. 3. In the event of scholarship-holdem attending schools in districts which require residence away from their homes, an additional allowance of £2O per annum shall be granted. 4. That overtures be made to the trustees of the Napier Trust High School with the object of constituting the school under their control a district high school for boys, a portion of the endowment to be employed in establishing a high school for girls, and that the Rev. D. Sidey and Messrs Dobson and Harding confer with the trustees of the Napier Trust with this object.

5. That in the event of district high schools being established future winners of scholarships attend such schools. 6. That new regulations be drawn up before the expiration of the term for which it is now recommended to grant scholarships. The Inspector also presented a lengthy report in which he arrived at a similar conclusion to that of the committee, so far as regarded the establishment of district high schools an ainalgamtion of the Napier Trust and the funds at the disposal of the Board for secondary education. In reply to a question, Mr. Dobson said the intention of the Committee was that if a boy in the bush obtained a scholarship he could get the extra allowance of £2O if he attended the Napier High School. That would pay his expenses. The sum available for scholarships was £l6O per annum, so that if all three claimed the £2O the fund would bear it. After some discussion Capt. Russell moved that five scholarships of £3O each be given, instead of the three scholarships and the £2O allowances, but the amendment was nega tived and the report as presented wat carried.

Several members of the Board expressed themselves in favor of the eatablishment of a district high school if it could be accomplished. The Chairman said that at a recent meeting of the trustees of the High School, though no absolutely definite conclusion was come to, it was generally admitted that it was desirable te come to some arrangement by which the trust endowment could be amalgamated with the income from the Board’s secondary reserves. Before anything could be done, however, a bill would have to be passed through Parliament, so that the carrying of the committee’s report would in no way interfere with any negotiations. The following were declared entitled to the three scholarships Class C, Norman Grubb and James Cowell; Class B, Leslie Ellis.
