PARLIAMENTARY.

A long discussion took place on the question of giving effect to the report of the committee on Ministers’ salaries, which was to the effect that the Prime Minister’s salary be £1,750, and other Ministers £1,250 when the Government consisted of six European and one Maori member. Ultimately, on the motion of Mr. Fox, a resolution was carried that an address be presented to His Excellency the Governor requesting him to send down a measure to make the suggested increase.

The Licensing Bill was passed on the 22nd September on a division, by 27 to 15. The Hawke’s Bay Loan Bill provides for raising a loan of £211,000, £lO,OOO being for the improvement of the harbour, the rest for breakwater only. £15,000 to be raised before the Ist January, 1875. Security to be given on three blocks of land, viz.: Ist, land to be reclaimed between Battery-road and the Spit, 62 acres; 2nd, Whare-o-inaranui block, 1798 acres; 3rd, Mohaka and Waikare block, 50,000 acres. Further security to be given on wharfage and harbour dues. The Select Committee on Colonial Industries have recommended as follows :—

A bonus of 25 per cent, on the cost of establishing blast furnaces for pig iron, machinery manufacture, bar and rod iron, up to £5,000, subject to approval as to quality. A bonus of sixpence per gallon up to £50,000 (? gallons) of kerosine oil produced in the colony, of average price and approved quality. They recommend that the Public Works department should endeavour to utilize material in the colony for the manufacture of Portland cement. Also that steps should be taken to stop the wasteful destruction of forests. That tree seeds be obtained and distributed. And that free passages be given to Co-operative Associations coming out to establish industries.
