ROAD BOARD.
October 19, 1872. The Board met nt 11 o’clock. Present —All the members except tha Chairman. ‘ ~ J DA Major WESTBtP was voted to the chair during the absence of Mr. Poynter. The minutes of the last meeting were read. The Board considered and passed the specification prepared by .the Engineer for the maintenance of roads. The Secretary informed the Board that the summons against Riperata resulted in a nonsuit, on account of the sum claimed including the liability of others who were co-holders with her. Mr. King complained of the inconvenience arising from so many orders being drawn qn the Board by contractors in advance of the work Icing done. After some discussion Mr. Johnson’s motion was carried That no orders will, in future, be accepted by the Board: contractors requiring advances for carrying on their contracts, must apply in person, or through the Engineer to the Board at their usual meetings.” The Secretary was instructed to see to the same be carried into effect by the officers of the Board, and to publish a notice of the same in the newspaper. The Board proceeded to a scrutiny of the Assessment Roll, during-whieh the question of taxing houses built on sledges was unde,r discussion ; the principle of doing so was affirmed on the casting vote of the Chairman. An order for £9, on the certificate of the' Engineer, was passed in favor of Mr. Eiffe’s contract, Grey-street. The Board adjourned to Saturday next at 10.30a.m. October 26, 1872. The Board met at 11 o’clock. Present —-AIL the members. The minutes of last meeting were read. The following letters were received and read— From the Provincial Secretary : 1. Soliciting further suggestions from the Board relative to the erection of a bridge over Turanganui river at Gisborne. 2. Informing Board that Provincial Government will submit Bill to Council with a view to giving a member to represent district south of East Cape. 3. Informing that the Government will consider the alteration in the Fencing Act suggested by the Board. The following tenders were received for the maintenance of roads : 1. F. Saunders, contract No. 3, for 625, accepted. 2. T. Gilmore, Colebrook’s to Urcn’s £llO, rejected. 3. T. Gilmore, Colebrook’s to Urcn’s, £l4O, rejected. 4. T. Gilmore, Matawhero to Urea’s, £l5O, rejected. 5. T. Gilmore, formation, Owcta to Karawa, £45. 6. R. M. Skeet, contract D 1., at 455, per chain, and enclosing a cheque for £6 as a deposit. With respect to the rejection of tenders No§. 2,3, and 4, the Secretary was instructed to inform intending contractors that unless they comply with the conditions of the specifications, their tenders will not, in future, be entertained.
The Secretary produced Road Board bank book shewing a balance of £2lO Is. 9d. to credit, also a statement of liabilities shewing a credit balance of £33 14s. 3d. after the cheques already drawn are presented. 11. R-URU interviewed the Board and protested against the present line of road, from Waerenga-a-hika to Repongaere. running through the Native cultivation. ; Mr. Johnson and other members of the Board proved to the erection of the fences &c. by the Natives, after the road was laid out; and a consideration of the whole question of advisability of altering the present line was given to the matter. Wi Peri also attended and urged the /postponement of this question for a week until the Natives have had an opportunity of discussing the question. This was opposed, but ultimately acceded to on the casting vote of the Chairman. Major Westrup informed the Board that he was prepared to guarantee the sum of £l5 being subscribed towards Oweta contract. Gilmore’s tender, No. 5, was accepted on that understanding. ...... Tender No. 6 for contract D' L; was, after consideration, referred to Mr. Skeet to ascertain the terms on which he wpuld tender for the vyork exclusive of the gravelling. A subsequent tender was made by him exclusive of the gravel work, at 345. 6d. per chain, which ‘was accepted. Mr. Eiffe applied for payment of £1 for extras supplied to Grey-street contract by. Iripi. To wait Engineer’s certificate as to necessity for, expense being incurred,. The Engineeer was instructed to take steps towards laying information against any person found removing or destroying survey pegs or other Government property without authority. Mr. Eiffe’s account for 3Qs. was passed.' The Board adjourned to Saturday next at 10 a.in- . • . -
