Tenders for 5 per cent. Cape Loan of £5,000,000 were opened to-day, and were found to amount to £65,000,000, the minimum being 98. In consequence of Fenian threats, strict precautions have been taken to guard Hawarden Castle, London Bridge, and Newgate Gaol.
