THE TONQUIN DIFFICULTY.
A new and startling light is thrown upon the Tonquin expedition by the publication of the last of the unfortunate Captain Riviere’s letters. The Tonquin Government, he writes, wanted to make over the mineral district of Hong Gay Bay to a Chinese Company, who, in turn, would have given it to an English Company. “I put a stop to nil that by taking Hong Bay.” The Parisian Figaro was right after all when it declared that the greed of the Parisian Bourse for the mines of Tonquin was at the bottom of the difficulty. .
