HOME AND FOREIGN. f RIOTER —COPYRIGHT. J (Received June 16, 0,55 a.m.) LONDON. June 15. Mr T. M. Healy, M.P. for Wexford, has resigned his seat in the House of Commons, and has announced his intention of contesting the vacancy for the Monaghan constituency. It is expected that a severe struggle will ensue between the candidates. The negotiations which have been proceeding for some time past for an Anglo-Italian commercial treaty, have been brought to a satisfactory conclusion, and the treaty was signed yesterday. (Received June 16, 1.15 p.m.) A despatch has been published, in which Earl Derby, Secretary of State for the Colonies, announces that owing to the withdrawal of Cape Colony from the administration of the affairs in Basutoland, the English Government has resumed control of that province, under certain conditions which will be imposed upon the native tribes. It now transpires that the English envoy, who is about to proceed to the Transvaal will open with the Boer Government for a of the Transvaal convention, under which the country was retroceded to the Boers. In the House of Commons to-day the Hon. Evelyn Ashley, Under-Secretary for the Colonies, in reply to a question, stated that despatches had been received from the Queensland Government urging i the annexation of New.Guinea, but that Government had not yet arrived at a final decision on the subject.
