TO THE EDITOR. i Slß,—On. the i Bedford: street footpath, between : the Masonic and Patea hotels daring;last nigb.t a load of gravel remained in a heap unspread. Had anyone been so unfortunate as to have; sustained any bodily damage therefrom who would have been * .-responsible-; ? .for , such, neglect? Writing of Bedford street ■ footpaths 1 assume the "specifications of contract include the sand being covered over with clay before covering with gravel. If so, Why is the gravel laid down on some parts without any claying first. Are the Works: Committee aware of this ? l am, ■ Observer.
