The same spot where the fire was discovered last night was set fire to a year ago. The block in which the Herald office is situated is very valuable, and had the incendiary deferred his work till a couple of ih a great ccnflagratien. The room used by the editor had also been set fire to, but (the fire appears to have gone out.
