No motion upon notice shall be moved or proceeded with in the absence of the member who gave such notice, unless by some other member. producing written authority from, such first mentioned- member to move such motion 12. Each member when speaking must do so standing and address the chair 13. Members may of right demand the production of any documents of the Board relating to the question under discussion 14.
