11. No motion upon notice shall be moved or proceeded with in the absence of the member who gave such notice, unless by some other member. producing written authority from, such first mentioned- member to move such motion 12. Each member when speaking must do so standing and address the chair 13. Members may of right demand the production of any documents of the Board relating to the question under discussion 14. Any member desirous of makings motion or amendment, or taking part in any discussion thereon, shall rise and address the chairman, and shall not be interrupted unless called to order, when he shall immediately sit down, or otherwise obey such call to order, until the member (if any) calling to order shall have hoen heard thereon, and the question of order disposed of, when the member so called to order may, subject to the ruling of (he chairman, proceed with the debate 15. The chairman shall rise when addressing the Board to discuss any question, but need not leave the chair 10. If two or more members rise to speak at the same time, the chairman shall decide which is entitled to priority
