135. Fares by time shall be as follow: (a) For any time not exceeding one hour-—for a passenger vehicle drawn by two horses, ss; tor a passenger vehicle drawn by one horse, 4s. (b) For every subsequent 15 minutes or less—for a two-horse vehicle, Is: for a one-horse vehicle, 9d. (c) For hiring a carriage and not further employing the same the charge shall bo Is. ( d) For detaining a licensed carriage more than ten minutes the charge shall be for every quarter of an hour, Is. 136. Fares by distance shall be reckoned from the place from which the hirer starts, 137. When a licensed carriage is dismissed outside the borough boundary, halt-fare back to the borough boundary may be charged. 138. No extra charge shall be made for luggage hot exceeding 141b. in weight for each adult passenger. 139. Two children between the ages of two and twelve shall be reckoned as one adult. Children under that age free. 140. Drivers hired by time shall drive at the rate of at least six miles an hour, unless unavoidably delayed or required by the hirer to drive slower. 141. Drivers shall not be compelled to go outside the borough boundary except on metal roads, nor then more than eight miles, unless by special agreement. 142. No driver or passenger shall smoke in any licensed vehicle whilst being used for carrying any passenger or passengers, without the express consent of all passengers for the time being in such vehicle. 148. No driver or conductor shall misconduct himself in any of the following matters, that is to say; (a) Refusing to carry the full, licensed number of passengers. (5) Carrying other passengers without the consent of the person hiring the vehicle. (c) Demanding an excessive fare. (d) Refusing to fulfil any agreement for the carriage of any person or goods. (e) Driving furiously. (/) Being intoxicated when in charge of a vehicle. ( g ) Using any insulting language or gesture, (A) Not carrying the proper lights. (f) Wilfully detaining property left in vehicles. (j) Leaving his vehicle unattended. (k) Not having the name of the owner or other matters required by any bye-law, shown on any vehicle in his charge. 144. The several sums to be paid to the Borough Fund for licenses for vehicles or drivers shall be as follow: (a) For every license for a vehicle or any renewal thereof, «£l. (A) For every license for a driver or conductor,'or , any renewal thereof, Is. Part IX— Firearms, 145, No person shall carry any loaded firearms or any other dangerons weapons, or discharge any firearm, within the borough without lawful excuse : Provided that this part of those bye-laws shall not apply to any person in Her Majesty’s military or naval services, or any constable, peace officer, militiaman, or volunteer on duty. Part X.—Pedlars and Hawkers. 146. From and after the commencement and coming into operation of this bye-law, it shall not be lawful for any person to carry on the business of a Pedlar or Hawker (except as herein provided for), in any place whatsoever within the borough without having previously obtained a license as hereinafter directed. 147. Every person carrying on such business as aforesaid shall be deemed and taken to be unlicensed unless be shall prove to the contrary by the production of his license or otherwise. 148. There shall be two descriptions of Pedlars’ and Hawkers’ licenses, the one authorising the holder thereof to carry on his own person or on a wheelbarrow his wares and merchandise for the purpose of sale ; and the other authorising the holder thereof to carry his wares and merchandise for the purpose of sale by pack horse or other animal, or by cart or other vehicle. 149. Every person desirous of obtaining a Pedlar’s and Hawker’s license shall deliver to the Town Clerk a notice in writing applying for the same, and such application shall not be considered by the council until notice shall have been delivered to and lodged with the Town Clerk three clear days at least before the day fixed for an ordinary meeting of the council, 150. With the notice of application there shall be delivered to the Town Clerk a certificate of the good character of the applicant, signed by at least three householders resident in the borough. 151. The Borough Council may in their discretion gj-ant or refuse such application. 152. Every person, applying for a license in the borough shall before the same is granted pay to the Borough Treasurer the fees following, that is to say—a fee of £1 for the first-mentioned license, and a fee of £5 for the second. .153. Exceptions.- Fish, dairy, garden, or farm produce. 154. Any licensee trading as such within the borough who shall be gnilty of drunkenness, using abusive language, or extorting money, shall forfeit and pay on conviction for every such offence snch snra not exceeding five pounds as to the convicting Justices may seem meet. 155. The selling or offering for sale wares or commodities carried about on the person, or on any animal, or on any moveable conveyance within the borough, shall be deemed to carry on the business of a pedlar or hawker within the meaning of this bye-law. 156. In the construction of this part of the byelaws, unless there be something in the context repugnant thereto, any word denoting the singular number, or the male sex, shall be taken to extend to any other number of persons and things and to both sexes.
