TOWN BOARD”EXPENDITURE. MINORITY PROTEST.
At the resumed evening sitting: pf the Commissioners (mentioned in my last letter) ‘ the Works Committee recommended expenditure ds follows :
Mr Quin explained that; though hj member of Works Committee, he disagreed with and took no part in the recommendation. The proposed allocation was most unjust,' in his opinion, ms the bulk : of the rates were proposed to be spent around and. opposite the .Chairman’s premises : all within 7 chains of these, premises, and leading therefrom in four directions. Only £29 10 of the whole amount was to be laid out on all the, rest of the town., He pointed out that £3O of; the rates and licenses should be appropriated to cutting away supplejacks and making. approaches to Extension Station and to church and schoblhouse. r
The Chairman thought that business places should be ’seen to first, and moved adoption of Committee’s report, i For the motion, Messrs Trceweek, Mil-, lar/and Rowe. Against, Mr Quin.
■ Mr Qaiil then lodged the following, written, protest, and moved that it be entered in the. Board’s minutes Protest.
I, Charles Quin, do hereby solemnly protest- agaipst the .present allocation of the rates, as the extension forms nearly one-half of the whole towny and ; the; Works Committee :hds refused to spend one-sixth of the people’s rates on : works that are more urgently required. And further, I regard proposed allocation as a species of robbery, the people being compelled- <to pay rates and receivingno equivalenttherefrom. ! (Signed) 0. The Ghairman moved that protest be not received, as it-was direspectful to the Board; Carried. ; :
Mr Qnin desired to make a motion, but as it did not bring rates to Staffordstreet, he supposed it would be useless bringing it forward. Chairman: Let us bear what it is., Mr Quin“ That the Hon. Major
Atkinson be communicated with requesting him to have £2OOO placed omthe estimates, to form and gravel the Mountain 1 Road, by the Boylau Road, from Brett’s corner to Ti Roti, and thence to Mangawhero.” Mr ’Kelly, member for New Plymouth, had promised to support such a request. .; , Carried unanimously.
The Chairman moved to the same effect for £1,500, for the Norm ah byManaia Road.
Mr Quin ; That would have the effect of neutralising the motion just passed. The Normanby-Manaia Road was not what might be termed a Government road, whereas the other was a continuation of the great trunk line, Foxtoh to New Plymouth, and the only portion left undone. = ;; r The motion was carried; when the • rriecting adjourned.
