Proposing the ‘ Cloture ’ IRISH INQUIRY. London, Bth.—ln the House of Commons last night, Mr Gladstone gave notice of motion to the effect that cloture shall be votable by a bare majority of the House, provided 200 members support or less than 40 oppose the motion. A motion by Mr Gray (Dublin) for an enquiry into the circumstances attending the arrest and imprisonment of Irish members, was discussed in the Commons last night, and was rejected. The House of Lords has adopted the address in reply to Queen’s speech. A motion for a similar address has been under discussion in House of Commons, but the .debate stands adjourned,
