Reuter's Despatches to Patea Daily Mail This Day. {Age Specials—telegraphed to-day.) Obstruction in Parliament. London, 13th.—It is proposed by the Government to introduce a modification of the cloture into the House of Commons, for the purpose of overcoming obstruction. The proposal has excited much discussion in Ireland, where the idea has been greatly ridiculed, and it is openly asserted that it will prove ineffectual to secure the object desired. Socialists in Germany. Much excitement has been caused in Germany by the arrest of Socialist deputy for Stutgart. It is maintained that the arrest is illegal, as the Reichstag is now in session. The offence charged against him is that of selling a calendar setting forth political principles which had been prohibited by Government.

An Emperor’s Mistake. Chancellor Bismarck has announced in the Reichstag that at the request of Ministers, the Emperor has agreed to withdraw the Imperial rescript recently issued in which he claimed as his prerogative the support of all officials employed under the Crown.
