The Marquis of Hartington, Secretary of State for India, addressed a crowded meeting at Blackburn, Lancashire, this evening, and spoke at length on the state of affairs in Ireland, regretting that the situation in that country caused the utmost anxiety, and was calculated to inspire the greatest disappointment and dissatisfaction.
