{Beater's Despatches to the Mail.) COMMERCIAL TREATIES. London, 22nd, It is announced that negotiations for renewal of commercial treaties between England and France are suspended for a time. DYNAMITE~REVOLUTION, New York, 22nd. The Irish Revolutionary Convention at Chicago has decided on an extended “ dynamite” programme, and has issued a notification warning people to avoid patronising ships sailing under the British flag after the end of present month. SMALL-POX and LARGE CLAIMS. Sydney, 23rd. On Chong, the Chinese merchant at whose house the first outbreak of smallpox occurred, has sent in a bill to the Government for £2,000 for losses sustained through being placed in quarantine. Dr Clune will also sue Government for damages sustained through his detention in quarantine, claiming j£l 0,000.
