A Shanghai letter to the London Times states that the Russian armaments are •tcadily increasing and concentrating at Viadivostock, with a view to a possible rapture between Russia and China. The Russians have now an enormous force in the Pacific waters, so that by next spring they would be able, if negotiations fail, to present an ultimatum to China.
