HECEIVEU LAST NIGHT. {Renter's Despatches to the il lab.) ARREST FOR CONSPIRACY. Loudon, 28th. Mr Parnell’s private Secretary has been a-rested under a warrant charging him with conspiracy. VICTORIA FINANCES. Melbourne, 28th. Mr Berry introduced his budget, in the Assembly. It showed that the revenue for the past financial year amounted to £4,637,000, being £645,000 below the estimate. The expenditure for the year was £5,063,000. The actual deficiency at the close of the year was £390,000, exclusive of £200,000 due on the railway liquidation account. The revenue shows greatest decrease in Customs, inland receipts, and postal services. Mr Berry estimates the revenue for the current financial year at £5,130,000, and the expenditure at £5,130,000; the proposed new tax on grain and maize is 6.1 to Is percent, yielding £18,000; on oils 6d per gallon, yielding £10,600; on beer, td per gallon, yielding£6o,ooo; on imported tobaccos, 2s to 8s per lb, yielding £16,000 ; and on colonial tobacco a tax of Is per pound, yielding £15,000 ; these new taxes, including revenue from land sales, are expected to realise £156,000.
