BREAKERS AHEAD-

The problem before os is how to complete the more necessary of our public works, to throw open land for settlement, to induce immigration of farmers and other small capitalists, to maintain the public credit, to prevent the labor market being overstocked with labourers, and the idleness and waste of power and wealth consequent thereon, and also to settle the native question. These are questions which require deep consideration. Problems to solve which quite other formulas than those used by Vogel, Whitaker, and Atkinson will be needed. The method proposed by the present Ministers is : 1. To cut down public works and so discharge numbers of workmen ; 2. To abolish subsidies and so discharge still more workmen ; 3. To reduce all salaries and wages indiscriminately; 4. To do nothing towards facilitating settlement upon the waste lands of the Crown ; 5. To give power to the Governor to do what he or rather Ministers think proper, and when they deem it expedient as regards the Maoris ; G. To deny to the Maoris the request they make to be allowed to throw open their lands on favorable terms ; 7. To leave the Crown lands and the Maori lands to be obtained by capitalists and landsharks. If the .Government attempt these, as I believe they will, there will be suffering and want and burning indignation from one end of New Zealand to the other.
