NEW GOVERNOR APPOINTED.
S 1 It U K n C U-L E A ItO.HJ.NHON TRANSFER RED to the CAPE. {Special JJexputchcs la the Mail.) London, oth. Sir Hercules Robinson will succeed Sir Eartlc Frorc as Governor of the Cape of Good Hope. London, 7tli. Sir Arthur Gordon, Governor of Fiji, will bo appointed Governor of Now Zealand. Major-Genl. George Cumins Strahan, recently -appointed Governor of Tasmania, will take charge of affairs at Cape colony until Sir 11. Robinson arrives from Wellington. The removal of Sir BarLle. Frero from tlio control of affairs at Cape colony became unavoidable after the demand which Mr Gladstone and other leading Liberals bad made in Parliament for bis recall at the time of the Zulu outbreak, on the ground that lie bad declared war without oblaiuing the sanction of the Imperial Government, and against the spirit of liis instructions. If Sir Barilo Frere was not a safe representative of the Queen’s authority before Mr Gladstone’s party look office, he could baldly be regarded as more safe after that change. Hence Sir Barilo Frorc found himself under pressure to resign. It is questionable whether that removal, which amounted to dismissal, would improve the relations of the white and dark races in South Africa, for the inevitable impression on (he native mind must he that Governors urc not to bo trusted to use their power aright, and it becomes a virtue on the part of natives to resist the Governor and question his authority. Party politicians continue to impress these mischievous lessons on native races, and party polities are for this and many similar reasons to be distrusted in the working of Parliamentary institutions.
Sir Hercules Robinson will be missed by one class especially in this colony—by those who take an active interest in sporting. The Governor had decided to form a racing stud, having .secured a property near Wellington for the purpose; and he had purchased five or six animals of first-rale repute, some being bought in this colony and some in Australia. His participation would tend to raise the morale of the turf.
