PARLIAMENT OPENED.
GOVERNOR’S SPEECH. POLICY OF MINISTERS. (From ouv Pavllamenlanj Corrcsponderd.) Wellington, Friday Night. Parliament was opened with the usual ceremonies by the Governor, at two o’clock this afternoon. The Speech alluded to monetary pressure that had prevailed, hut is now subsiding; regretted the distress amongst the working classes, but Government hoped to provide a remedy by fostering local industries; alluded to the alleged grievances of the Native race, into which a Commission had enquired, and trusted that the tivm and conciliatory attitude adopted would remedy any discontent. The Civil Service Commission would doubtless materially assist Ministers' in making necessary reductions. The revenue had fallen oh' very much, this being in some measure attributable to temporary causes; but it would be unwise to ignore the fact that prior to the present depression there had been a time of extraordinary inflation, consequent upon the expenditure of large sums of borrowed money. In the absence of foreign capital the colony must not look for such rapid progress as hitherto. Economy everywhere would have to be systematically exercised. After the Speech had been read, the members of the House of Representatives retired to their own Chamber. The Speaker took his seat at twenty-five minutes past two, about twenty members being present. The usual oath was . taken by Sir William Fox on his election for Rangitikei. Mr Hall gave notice ol a motion for leave to introduce a Rill for the Amendment of the Corrupt Practices Act. l)r Wallis gave notice of a motion respecting the Hincmoa taking two trips to Auckland to bring down the members. Mr Levicn gave notice of his intention to introduce the New Zealand Bank Act Amendment Bill. Mr Bectham, on behalf of Colonel Trimble, gave notice ol the usual Address in Reply. A reply from the Home Secretary in London was laid on the table, thanking the House for its vote of condolence with Her Majesty on the death of the Princess Alice. The House adjourned until Tuesday.
