The Eastern mail steamer Somerset, has arrived from Singapore, Hong Kong, with Torres Straits mails. Latest news from the East is to the effect that a serious cattle plague is raging round Shanghai. A violent shock of earthquake has been experienced at Yokohama, and a number of buildings have been destroyed or injured.
