Nov 3. Tine Wavcrley. Town Board, not having appointed a Returning Officer in compliance with the lllb clause .of the Local Boards Act, has lapsed. The question now is,will the Governor-iii-Couneil appoint a Board, or will the residents of the town have to petition as in the,first instance ? While on the subject of Local Boards, I may state that I have been informed-that the Wairoa Highway Board’s term of office (three years) has expired, but that the members still retain office. I fail to see bow this can bo, for clause 16 of “The Highway’s Act, 1871,” reads as follows: “ As soo’u as may be after the expiration of the said tliree years from' (be election of Wardens in a Highway district, a hew Warden shall he elected for every ward in the district,” &c., &c. ; and danse 6-1 of the same Act says— “ If any Highway Board shall for one month refuse or neglect to do any act, matter, or thing required by this Act to bo done, the Superintendent,- with the advice .of his Executive Council, may, if he thinks fit, appoint a person to fill the place of such Board, and thereupon' all the powers, rights, and privileges of the Board, and of the Chairman and of every member thereof shall cease,” &c., &c. Therefore, if the three years have expired, the members are holding office contradictory .with the spirit of the Act. But 1 can hardly believe that the members of the Board would neglect such an important part of their duties. It is Honoured that our butchery and bakery has changed hands; Mr Mason having sold out to Mr Howie, possession to he given on the Ist of the new year. I am sorry to say that Mr Kennedy has unfortunately broken bis leg. He was going hours the other evening, when be accidently stepped into a cart-rut, when his leg twisted under him, and the small bone of the leg broke. The W giro a Troop were on. the range on Saturday last, firing for their troop belt, and a match against Patea ; but owing to the rain, which began soon after the firing commenced, the scores were not Al.
The school children’ received their first singing lesson on Thursday afternoon, under the tuition'of Mr and Mrs Taylor.
I cannot say that I. felt tlie earthquake, the other night, but I heard it talked o’f the next morning as being rather heavy. A want long felt in VVaverloy has at last been supplied by Mr Holfe, who has commenced brick making at the Kohi Bridge, and is now prepared to deliver bricks in Waverley at £3 10s a thousand, and piping of all description as per agreement. The newly elected old Town Hall Committee met on Monday evening, when Mr' ITookes was elected Secretary and Treasurer. I fancy the Treasurer will have a very easy billet, as the balance in hand consists of four shillings and one penny ; but to create a fund to enable the Committee to keep (he Hull in proper order, it was arranged that a charge in future be made for the nee of the Hall—the Good Templars to pay 2s per week, and the Band of Hopo Is per month—the Committee to find all lights, &c. It was also agreed that a box with a lock be procured to keep the oil and lamps, &c., in. . By the way, I read “ Trooper’s ” letter, and all I can say is that I pity him.
