The Premier, in the House of Lords last night, at the opening of Parliament, said the progress of the Treaty of Berlin was highly gratifying. He defended the Sultan against attacks, and eulogised Layard. In referring to Afghanistan affairs, he declared that India henceforth would be invulnerable. Sir Stafford Northcote, in the House of Commons, alluded to the difficulty consequent on the d : sappearance of the Ameer, and maintained that India would bo able to bear actual expenditure of the war. It is expected England will shortly lend two millions sterling to Indian Government, free of interest. Sentence on Glasgow Bank Directors is generally considered inadequate.
