[IG, cite its Telegrams to Press Agency.] LONDON. December 5. The immediate return of the Duchess of Edinburgh to England is regarded as a peaceful sign. The Queen’s speech, on opening Parliament, will probably abstain from home reference, but will advert to the Afghan difficulty, ami the necessity for a revised frontier, and indicate that foreign relations are friendly to an amendment. The Caledonian Bank is in liquidation—■ other banks are paying deposits. 'The Liberal leaders have decided to move no amendment to the address, but to introduce a motion censuing the policy of the Government, but not refusing supplies.
