CARLYLE TOWN BOARD.

Tine monthly meeting of the above Board took place on Monday evening, at the Council Buildings. Present —Messrs Milroy (in the chair), Adams, Aitchison, and Dale.

Minutes'of the previous meeting read and confirmed. A circular was read from the Colonial Treasurer, enclosing voucher for the payment of £7l IGs 2d, the first instalment of subsidy. Mr Dale said that owing to the rates not having been collected in one year, but collected the following year, they lost the half contribution, as the Government would not pay on the overdue rates. The rates should all bo collected in one year. A letter from Mr Campbell relating to deeds sent to Mr Hamerton for registration. A long discussion took place on this letter, an'd nearly every member of the Board complained of Mr Hamerton’s neglect. Correspondent inwards included—Letter from G. D. Hamerton, New Plymouth, asking for Crown Grant of Block No. 5 ; from Colonial Treasurer, Wellington, forwarding voucher for £7l IGs 2d first instalment of subsidy; from G. D. Hamerton, asking for lease,and forwardingdeeds, DaVis, Taplin, and Milroy unregistered, No. 2 with Beamish’s lease and document correcting the same ; from Fraser and Trcgear, concerning public works of which plans and specifications bad been prepared by them according to instructions from the Board, asking the favor of a conference with the Working Committee for detailed instructions as to time to be allowed for performance of works, - where gravel to be obtained, &c. The report of Public Works Committee for the month ending October 31, 1878, was read gs follows—“ Day labor has been employed in cutting thistles, repairing streets and footpaths, amounting to £3 4s. Tire contract, for cleaving Norfolk-street is satisfactorily completed. The contracts for footpaths on Unthanks Road and Staf-ford-street arc also completed. Accounts for finishing this contract are now before the Board. In regard to application from .Messrs'beamish and Larson for improvements to approaches to their properties. The committee, after a careful inspection of the streets and approaches in question, consider it will be advisable to have the permanent levels taken before commencing any extensive improvements.” Report received anti adopted. Moved" by Mr Aitchison, seconded by Mr Dale, and carried, That re deeds returned, the Clerk prepare fresh copies and forward the same to Mr Hamerton 1 for registration. Moved by Mr Dale, seconded by Mr Adams, and carried, That the seal of the Board be placed on memorandum of agreement re conditions of lease from Board to J ft, Beamish. Moved by Mr Dale, seconded by Mr Aitchison, and carried, That the Working Committee confer with Messrs Eraser and Tregear re contracts! Moved by Mr Dale, seconded by Mr Milroy, and carried, That tenders be called for ; all works authorised by the Board of which plans and specifications are prepared, to be sent in by next meeting. Moved by Mr Aitchison, seconded by Mr Milroy, and carried, That the Clerk, with the advice of the Works Committee,', procure the necessary timber and blocks for the kerbing authorised, and have the same deposited on the Board’s section! Statement of receipts and expenditure for' October showed Balance on the Ist October, £249 18s 3d; receipts during-the

month, £124 14s 4d ; total, £374 12s 7d: Expenditure during month, £27 4s Bd‘j leaving a balance of £347 7s lid. Accounts passed for payment—-£o to bo deducted froni Mr Johnston’s contracts for works completed by the Board on Unthanks Road and Statford-streef:—County Council for rent, £6 3s; W. Wilson, labor, £3 4s ‘ H. Young, labor, ,£2 12s; J. E. Keys, gravel, £3 16s 6d; J. Mercer, clearing Nor-folk-street, £lO 11s 9d ; W. Wilson, clearing portion of cricket ground, £8; H. E. P. Adanis, portion of cost of deeds, £6 10s! Refunds-—balances of deposits—-cost of deeds, £lO 3s. . , The meeting adjourned.
