NEW PLYMOUTH. >; . October 1. The Herald's Wellington correspondent telegraphs that Jhe Pafea Harbor Bill passed the House divested of its endowments. All that is left is the borrowing powers. That portion of it will probably be taken out by the Council, so it is probable that nothing but the title will bo left.
