Vacancies in the Council to Ue filled by persons elected by ballot out, of tbe House of Representatives. 4t|)y Any Bjll passed by tbo House, and objected to shy the Council in two seccessive Sessions, the House may require that, the Council and the House sit together for toe consideration of such Bill, and if a majority of two-thirds of the united bony vote in favor of the Bill, it shall be deemed to have passed both Houses. 6th. Similar provision when the House twice repeals a Bill passed bp the Council.
