DEFERRED PAYMENT LAND AND ROADS.
Sju F. D. Bell (says a contemporary) has been giving some hints to those who .-were purchasers of, or took up, land at : a recent sale at Palmerston. He first 'i directs the attention of deferred payment '“selectors that, by clause 59 of the Land Act, onethird of the whole price they pay for their sections has to be returned to them for the purpose of being expended in making roads within the block or opening it up. Thus very close on ,£BOOO is receivable from this source ; and legally every half-years’s instalments of the rent payable must come back to the selectors until this sum ol £B,OOO is readied. “ A fund is therefore already created by law, which no one can take away, not dependent upon any votes any where—a fund sufficient to make all the roads the settlers would want for the next ten years without taxing themselves a penny ; so that the Waihemo people will have an advantage over all other settlers in every other road district in the Valley.” As he fears the block will not he justly dealt with by either the County Council or the Duuback road district, Sir Francis urges that Ministers should be ■ memorialised to constitute the Waihemo Hundred into a separate Road District; but this fund is capable of being largely supplemented. To it must be added £5,500 accruing from the freehold sections sold, and £2OOO from a recent sale ui'Muwaes. xn inis manner £BOOO has been secured to the district, and Sir Francis suggests that it should be devoted to making a railway up the valley, and advises immediate action in that direction, so that no time may be lost when Parliament meets.
