NEW PLYMOUTH HARBOR.

The Taranaki Herald , referring to election of six members for the New Plymouth Harbor Board, which is to take place on the 25th instant, says—The outgoing Board has cleared the way for the new one to take almost immediate action in the work of construction. After many delays, arising from circumstances over which the Board had little or no control, the first chapter in the Harbor history is about to close. Since the Board was constituted in 1875 it has had a constant up-hill struggle against almost overwhelming difficulties, in matters legislative and financial. There have also been local differences, but now that the matter in dispute—that is, the site —is subject to the arbitration of Sir John Coode, a marine engineer of large practical experience, there is no. donbt that his award will be considered final and conclusive. That report will not be furnished for some time, but Sir John Coode has intimated that he will, if possible, give such partial information before he leaves the Colony as well enable the Board to commence the necessary preliminary work, which in large undertakings of this character involves a considerable time. Before that term has expired Sir J«lm Goode’s report will be in the hands.of the Board, and it will then be enabled to decide on the best mode of carrying his recommendations into effect.
