The Grand Duke Nicholas has been recalled from Stefano on account of ill health. General Todleben succeeds to chief command. LONDON. April 28. It is reported that McLagan will be nominated Bishop of Lichfield. April 29. An exchange of views 'between European Powers is proceeding. -April 30. The situation is still uncertain. A volunteer force is being. organizedfor active service, and 8,000 are already enrolled. [Special to Press Agency.J LONDON. April 27. As a protection against threatened Russian privateers, the British Governvnentarcprepared to employ 100 fast, armed vessels, and will treat- privateers as pirates. The Standard reports that u party of Russian Engineer Officers, are reported, with four armed steamers, to proceed to Egypt on a surveying expedition.
