Gathorne Hardy, replying to a question, said the first British army corps was ready for active service, while the second was being hastened. The Austria-llungarian Government intend to ask the Legislature for a vote of six millions sterling for war purposes. The treaty of peace is not yet signed. Later. The treaty of peace is still unsigned'. Russia persistently demands the surrender of the Turkish fleet, and occupation of Stamboul [Constantinople] . Occupation, is delayed. The Minister of War, replying to a question in Parliament, declared that Government was unable to give any information as to Russia keeping the full terms of the treaty of peace a profound secret. A Standard telegram declares that eight additional batteries of artillery have arrived at San Stefanis. Gourka is approaching Constantinople with 20,000 men. Alarm is felt throughout Europe. Russian terms are likely to provoke war, which will involve England and Austria. Prince Charles threatens to abdicate his Ministry and resign lather than cede Bessarabia. Eight thousand Russian troops have passed Jassy for the frontier. Ordinary railway traffic is suspended. The Globe states that in the event o£ an expeditionary force being sent to the East, Lord Napier, of Magdala, will command, with Sir Garnet Wollsely chief of the staff,
