CABLE MESSAGES.

LONDON. January 29. The Russian head quarters have been removed to Adrianople. Russian troops arrived at Tchortu, the population of which evacuated the town. The Russians are marching against Qurmurdjini. Sir Stafford Northcotc stated in the House of Commons that according to information the peace conditions include the formation of Bulgaria into autonomous tributary, principality with Christian ruler, independence of Roumania, Servia, and Montenegro, administrative autonomy of Bosnia, and Herzegovinia, payment of war indemnity, and an ulterior agreement protecting Russian interest in the Dardanelles. Noithcote declared that those conditions destroyed the Keystone, south-east of Europe. It would affect both European and British interests. He further said that a separate treaty between Russia and Turkey was inadmissable ; that six millions were asked for as a vote of confidence, and to give England prestige at European conference. He added that the orders given for the fleet to enter the Dardanelles were countermanded, Russia having agreed to refer the question of Straits to the European Conference.

The House of Commons agreed to an adjournment of the debate to Thursday. January 30. The Russians are rapidly advancing on Constantinople. The French Mediterranean squadron and the Italian squadron have been despatched to Levant.

It is stated that tbo Governor has received telegram from the Imperial authorities approving of his action as Governor in consenting to the item for payment of members being placed in the Appropriation Bill. Further instructing him not to infere in disputes between the two Chambers of the Legislature. O’Loghan defeated Francis by a majority of 90. A crowd of several thousand persons afterwards broke the windows of the Argus and Telegraph office, injuring constables with stones.
