SMALL FARM ASSOCIATION.

A meeting of the committee of the Keteinarae Small Farm Association was held at Norman by, on Friday the 2nd inst ant, when a letter was read from Captain Wray, in answer to oho sent to that gentleman hy Mr King (the chairman of committee) as to the best steps to be taken in reference to securing a suitable block of land for the Association.

On the proposition of Mr Guy, seconded by Mr Hunger, it was unanimously resolved That the instructions and advice contained in Captain Wray’s letter should be acted upon, and that the promoters should place themselves in communication with the Taranaki Waste Lauds Board at once.

The following parlies were proposed as delegates— mossis Hunger, Robson, Guy, and \Villiams, and the committee appears to have every hope that the delegates will give a good account of themselves on their return. A meeting of the committee will be held on Wednesday (7th instant) to receive the report of the delgates, before calling a general meeting of the members.

It is earnestly hoped that the Waste Land Board will meet the representatives of the Association in a proper spirit, and aid the promoters in every way, as the establishment of such settlements throughout every part of Now Zealand, must have a most beneficial effect and add to the solid prosperity of tire colony, and more particularly in this district where the Queen’s Writ cannot be enforced, and where there has to bo kept a permanent Force for internal defence.

There is good authority for stating that the committee, on the whole, are working well, and the Association is soon likely to bo on a good footing. Names of intending membeis are rolling in fast, together with the preliminary subscriptions of ss, to the energetic secretary (Mr McGuire). Should applications continue to be sent in as fast in future as they arc reported to have done during the last few days, the list will soon have to be closed, unless the Waste Land Board adds an additional 10,000 acres to the 20,000 already applied for.

PATEA EDUCATION BOARD

A Meeting of the above Board was held at the secretary's office, Carlyle, on Monday last. Present—Messrs T. Middlemas (in the chair), Milroy and Coutts. Minutes of previous meeting read and confirmed.

Proposed by Mr Milroy, seconded by Mr Coutts, and carried, “That the secretary take proceedings to collect all school fees in arrear, and sue for the same, if necessary.” Proposed by Mr Milroy, seconded by Mr Middlemas, and carried, “That an extension ol time be granted to Mr Lynn up to the first day of January, 1878.” Proposed by Mr Middlemas, seconded by Mr Coutts, and carried on division, “ That tenders be called for an extension of the Hawera school upon the same plan as Carlyle extension.” Ayes—Middlemas, Coutts. No —Milroy.

Proposed by Mr Milroy, seconded by Mr Middlemas, and carried, “That the school fittings asked for by- the Teachers be referred to the Inspector on bis arrival here.”

Proposed by Mr Milroy, seconded by Mr Coutts, and carried, “ That the secretary invite tenders for tire grass at present growing in the Carlyle play' ground, to be cut and removed in December nest.”

Proposed by Mr Middleman, seconded by Mr Coutts, and carried, “ That trie Board is willing to grant Mr McMichael permission to transfer his interest in the Ohawe lease to Mr Livingstone.” On the motion of Mr Milroy, seconded by Mr Coutts, it was resolved that tenders for fencing - , &c., at Normauby should bo called for.

The chairman was empowered to provide oven and other fittings for Normauby school cottage. Proposed by Mr Milroy, seconded by Mr Middlemas, and carried, “ That the tender of Messrs lloltham and Warren of £176 for additions to Carlyle school be accepted, and that the local members overlook the work while in progress.” Proposed by Mr Milroy, seconded by Mr Coutts, and carried, “That the secretary write to All- Delamore, and inform him that the Board will hold him liable for any damages done by bis cattle to fence around Kakaramea School Reserve, and request him to repair the same forthwith.”

Proposed by Mr Milroy, seconded by Mr Coutts, and carried, “ That the Teachers under the Board receive circular letter, calling their attention to the incomplete return of the number of school days in each quarter, and asking the reason why the full time has not been employed ia teaching.” Accounts were examined and passed foxpayment. The meeting was adjourned until called by circular not later than the 30th November, 1877. WAIROA HIGHWAY BO ARD. A meeting of the above Board was held on Saturday last, 3rd November. Present —Wardens Bridge (Chairman), Fleming, lon, McLean, and Lupton. The minutes of previous meeting were read and confirmed. Treasurer’s balance, £3BB 15s.

Correspondence —From J. Tylec, to make a road to section 257 ; resolved, that the road past D. Peat’s be made passable to Tylee’s land.—ln answer to memorial from G. E. Horner and others, received last meeting-, it was resolved that road be widened to 16 feet, the culverts lifted, and now wooden culverts put in where required.—From Secretary Wellington Education Board, requesting exemption from rating ; resolved, that the rate due upon the schoolhouse for the current nine months, be not collected. Resolved that the road between Hawes’ and Merchant's be formed 28 feet wide, and the ditch deepened so as to carry oft the water from the road. Eesolvcd that two advertisements be inserted in the Patea Mail, inviting tenders for the office of valuer for the ensuing year, by next meeting. Kesolved that tenders be invited for forming the road to the mill, and making a cutting near Johnstone’s, by next meeting of the Board.

The Chairman was requested to order timber from Duncan and York for various culverts required. Tenders were received and opened for gravelling - Waitotara River Bank, as follows Nathan & Wilkie, £3 7s 6d per chain (accepted) ; G. Lynch, £5 10s per chain ; D. Johnstone, £4 19s per chain ; J. Bowie, £lB9 10a ; J. O’Sullivan, £3 5s

5d per chain,; Hughes & Dudley, gravel, .£4 5s per chain ; ditto, shell, £5 2s per chain (declined). Accounts passed and paid—J. Bowie, £2O 10s 6d ; W. Overcnd, £2 7s 6d ; Dalziel & Robertson, £32 2s ; A. Stewart, £23 ; Mrs Price, £4 ; W. Watkins, £3B 10s.

CARLYLE TOWN BOARD. The ordinary monthly meeting of the above. Board was held at th 4 office,of the Bdard, on Monday last. Present—Messrs Sherwood (in the chair), Coutts; Milroy, Adams, Aitchison, and Taplin. Minutes of last meeting read and confirmed.

Correspondence read—Letter from G. A. Northcroi’t (Masterton), and J. Willcocks (Auckland), enclosing rate money ; from ;G. D. Hamerton, enclosing deeds for correction ; from M. McMahon, referring the clerk to W. Dixon for rates ; from W. Cowern, notifying election of D, Coutts ; from M, Carey, asking permission to fence Kent-strect, leaving gate; from W. Cowern,. enclosing deeds, and G- D. Hamerton’s account for same ; from Inspector of Nuisances, reporting persons who had been summoned for allowing cattle to wander, with results—also intimating that painted notice as to walking horses over bridge should be put up ; from Edward Holmes, asking Board not to allow fence to be erected across Cornwall -street from S. Taplin,. asking for valuation for fencing and improvements, and half valuation for buildings which may be erected, after termination of lease'; from G. W. Mills, enclosing receipt for goods supplied. C ’ Proposed by Mr Sherwood and seconded by Mr Taplin—“ That a working committee, consisting of the following members, bo appointed to arrange for, and superintend the construction of works within the town, and to hold office to the end of March, 1878—members of committee : Messrs Milroy, Williams, and Coutts.”—An amendment, moved by Mr Milroy and seconded by Mr Aitchison, was added and carried as follows, “and that the committee have power to employ labour in repairing and clearing streets.” Proposed by Mr Coutts, seconded by Mr Sherwood, and carried—“ That a drain be put in in Leicester-streot, and side channels depressed.” Proposed by Mr Milroy, seconded by Mr Taplin, and carried —“That the clerk write to Mr Richards and inform him that unless ho immediately desist from erecting a fence across Cornwall-street, and make good any damage already done, the Board will take such steps as they think fit to recover damages.” Proposed by Sir Aitchison, seconded by Mr Taplin, and carried —“That the workingcommittee be empowered to take the necessary steps to prevent any person or persons from damaging, obstructing, or erecting fences across any street, without having first obtained permission, within the town boundary’ ; and where they find what they consider obstructions already existing, to have them at once removed.” Proposed by Mr Milroy, seconded by Mr Taplin, and carried —“That the clerk write to Mr.Scown, and inform him that he must immediately desist from takingsods from off any of the streets or reserves within the township, and to fill in all holes already made in Cornwall-street, without delay.”

Mr Carey having- addressed the secretary asking permission to put a gate on Kent Road, the secretary replied stating that he had no power to grant request. Mr Milroy moved, seconded by Mr Coutts pro forma —“That as Mr Taplin’s a]splication for improvements on Bloeic 38 is contrary to the conditions of sale, the Board cannot grant the request asited for.” After some discussion, an amendment, moved by Mr Aitchison and seconded by Mr Adams, was carried on division as follows—“ That Mr Taplin’s application re one of his leases be held over for a month.” Ayes 3, noes 2. Proposed by Mr Milroy, seconded by Mr" Taplin, and carried —“That the clerk hand over to the lessees mentioned in W. Cowern’s letter their deeds and accounts of rents due to date.”

Proposed by Mr Coutts, seconded by Mr Milroy, and carried—“ That a finance committee be appointed to examine the various accounts, and report to the Board at next meeting, consisting of Messrs Taplin and Sherwood.”

Mr Sherwood stated that he found his time so much taken up with one public body and another, that ho -had very little time to attend to his own private affairs, and had therefore resolved to tender his resignation, of the office of Chairman. Besides that, a certain portion,of the public were continually grumbling that he should be chairman of so many public bodies. He did not seek, nor did he desire to hold such offices against the public wish. They were no profit to him, and it appeared that the more he did in the way of public business, the more some people thought it right to abuse and attempt to throw odium upon him. By resigning, it would enable the Board to elect someone else to preside over them, who could perhaps devote more time than he himself had done in the service of the public. Mr Sherwood gave in his resignation, and vacated the chair. There was a general expression of regret at the step taken, and the late Chairman was strongly pressed to continue in office. He, however, objected, and left the room, so that someone could be* elected in his stead. Mr Coutts was voted to the chair. Four propositions having been drawn up, all in favor of Mr Sherwood being re-elected Chairman, the following, moved by Mr Aitchison and seconded by Mr Coutts, was carried; —“ That it is the unanimous wish of this Board that Mr Sherwood retain his position as Chairman for at least a few months longer.” Mr Sherwood, who had re-entered the room, after Mr Coutts and other members had spoken pretty fully on the matter, agreed to retain the position for a short time longer, and re-occupied the chair. Return of receipts and expenditure for October was read, showing—Balance from last September, £63 14s ; cash from J. Southby, £24 ; refund, £2 ; rates collected to date, £43 Os 4d ; total, £132 14s 4d. The expenditure for the month had been £6B 9s sd, leaving a balance in hand of £63 4s.lid.

Notice of motion was given by Mr Milroy to alter Rule 2, for the conduct of business, to allow the mover of a resolution to address the meeting before waiting for a seconder.
