October 4. The House resumed at 7.80 o’clock last night. The Forest Trees Planting Encouragement Bill was road a second time, and referred to the Waste Lauds Committee,
The Wanganui Harbour Endowment and Borrowing Bill was read a second time.
In Committee, an address to the Governor was carried for a bonus of £5,000 being offered for the first 5,000 tons of beetroot sugar produced in the North Island, and a similar bonus for a similar quantity in the South Island. Yhe House adjourned at 12.35. The House met at 2.30 o’clock this afternoon.
The Sartoris and Downes Land Bill was received by a message from the Governor, and read a first time.
In replying to questions, the Government said :
They would give a further statement of their intentions regardingthc management of Hospitals.—On the vote for the Agent-General Department coming on, they would state whether they would continue the services of Sir Julius Yogel, if he was willing. They had not directly or indirectly promised the appointment to any one. The Hon Mr Bowen, in replying to the Hon Mr Fox, said Ire thought the Resident Magistrate of Christchurch guilty of a grave error of judgment in Needham’s case, but did not propose to reprimand him.
The Disqualification Committee was instructed to inquire into the sale of the Luna.
After some further debate, Mr Pyke’s Central Otago Railway resolution was agreed to by 37 to 21. On the motion of Mr Sheehan, a committee was appointed to consider the question of railway extension North of Auckland.
Mr Larnach’s motion to have an imprest Stamp office established in Dunedin was negatived by 36 to 30.
The debate on Mr Larnach’s motion that all Government buildings should bo insured to the full value in local offices, was adjourned to enable the Government to obtain a return showing the value of all Government buildings.

In the House last night, the following Bills were read a second time'—Public Libraries Bill, Dunedin Town Hall Site Bill, Christchurch District Drainage Bill, Southland Agricultural and Pastoral Association Bill, The Native Lands Act Amendment Bill read a second time, and referred to Native Affairs Committee, Municipal Corporation Act Amendment Bill, Auckland College and Gramraer School Bill. The Dunedin Gas and Water Works Bill passed remaining stages in committee of the whole House.
Mr Kelly moved an address to have £2,000 placed on estimates, ns grant in aid to Agricultural and Pastoral Societies.
Mr Fox desired to move an addition of £IOO, as grant to Temperance and Teetotal Societies, to enable them to hold annual colonial conventions, to promote the cause. The Chairman ruled this amendment irregular.
After discussion, the original motion was lost by 33 to 25.
Ou Mr Basting’s motion, address was
agreed to, praying that public lands to the value of £50,000, in suitable blocks, as near railway as possible, be set apart for construction of Railways from Tapanui to Waipahi, such lands not to be sold till after railway was made. Mr Larnach’s motion for address for £I,OOO for removing rocks at entrance of Gatlin’s River was also agreed to. House rose at 12.45.
The House met at 2.30 to-day. Waste Lands Committee reported Settlements Advances Works Billrecomrnending it be not passed. Discussion arose on Disqualification Committee’s Report on Mr Kennedy’s case.
Mr Whitaker was agreeable to adopt the. whole report. Mr Rees thought Mr Kennedy had forfeited his seat, and moved that he was disqualified. Lost by 4G to IG.
Mr Rolleston proposed that Mr Kennedy he called to the bar of the House and reprimanded. Negatived on the voices, and report adopted. In Committee on the Land Bill, Mr Delatonr moved to omit provisions for members of Waste Lands Board being nominated by the Governor. Lost, by 43 against 30.
Mr Fox brought np report of Privileges Committee on Mr Lusk’s case, ft was to the effect that Mr .Lusk received £SO from the Corporation of Auckland for services rendered prior to and during the session of 187G, in respect to Auckland Corporation and Auckland Water Works Bills; and that certain clauses ot the former Bill which the Corporation of Auckland desired to have passed, were passed through his (Mr Lusk’s) exertions, and had been accepted by Government and embodied in Municipal Corporations Act.
