[Per Press Auencv.] —— LONDON. August 9. Turkish accounts say that the Russians attacked Lovatz and were repulsed. The motions rc the Eastern Question were withdrawn from both Houses, it being considered injurious to the public to discuss them. The policy of the Government is still to be one of non-intervention. August 12. The Russians tried to obtain sanction to the passage of troops through Servia. It is reported that Austria refused her sanction. The Russians have resumed offensive operations in Asiatic Turkey. Her first attacks were repulsed. The Russians have evacuated the Balkan passes. The Turks have obtained Rambogoz and Querdich. Suliman Pasha having received reinforcements, is now endeavoring to cooperate with combined forces to Bulgaria. Sir Stafford Northcote stated in the House of Commons that the British policy was strict neutrality, subject to contingencies. It is rumored that France is likely to be placed in a state of siege shortly, to curb Radical demonstration. Athens favors war. SINGAPORE. August 10. The participation of Greece and Servia in the war is now considered certain. The Emperors of Germany and Austria met at Ischel. W. H. Smith has been appointed First Lord of the Admiralty, vice Ward Hunt, deceased.
