[Per Ringarooma.] LONDON. June 8. The Queen is at Balmoral, in good health. In the House of Commons, Mr Bonrko, in answer to a question, said that no proposals had been made by Russia for the localization of the war. That when the question of peace can be discussed it was one that would concern Europe and European colonies, and would consider they had a right to share the deliberations respecting the future. Three hundred English officers hare offered tbe'r services to Turkey. Dervish Pasha has been appointed Governor of Kars. The Turkish papers at Constantinople, in commenting on the peace rumours, are opposed to peace. The Grand Vizier Edhara Pasha and Savct Pasha a’e in favour of making terms with Russia after the first decisive action. The military correspondent of the Daily Telegraph states that the Russian force destined for the Danube, consists of nine corps, with a total of 310,000 men ami 970 guns, besides some batalHons of engineers, ten regiments of Cossacks, a brigade o 1 ’ Rifles, and two or three companies of Marines. Then there is the Roumanian army of some 30.000 effective soldiers. The Turkish army in Europe amounts to 412 batallions, 70 Squadrons, 490 field gnus ; a few batteries of mitrailleuse, 200.000 infantry, and 12,000 irregular cavalry.
