[to TIIK EDITOR OF TUB PATEA MAIL.] Sin—lVould you, through your columns, bo good enough to inform me whether Sergeant Whelan’s duties, as regards impounding and laying informations against owners of cattle and horses, include dogs without collars, as surely they are as great a nuisance as the other animals.
