NEW NATIVE LANDS BILL.
Tub Auckland Star's Wellington correspondent says:—During the recent visit of the Attorney-General, the new Native Lands Bill was submitted to the Cabinet, and finally settled. From what is said out of doors, Mr Whitaker's’ proposals were accepted nearly without objection. The existing Act (the Act of 1873) is, of course, to be repealed outright, and tho general scheme is said to be a return to the policy of 18G5, with tho amendments suggested by experience. Tho Government, for the third and last time, evacuates the land market, and will leave speculation therein to the public. Certificates of title arc to Le issued to owners, and they may sell or lease to whom they please, and at once. Mortgages are forbidden, it is said, and after the Napier experience, nobody wiU find fault with this provision. Tho general idea of the Bill seems to be, absolute freedom of the Maori in his territorial rights, and absolute freedom of the land from Government interference. The duty, my informant Says, is to be 20 per cent, ad valorem. I cannot learn whether the Tauranga 2,000,000 acres are to be subject to the Act, or are still to remain an appendage of the Clarke family.
