TOWN BOARD.

The ordinary monthly meeting of the CarlyltT Town Board, was held in the Court-house, Carlyle, on Monday evening, sth March. There were present, Messrs Williams, Rhodes, Hirst, Milroy, McCarthy, Taplin, and the Chairman, Mr Sherwood, The minutes of the last ordmary meeting were read and confirmed, and the minutes of a special meeting held subsequently to the last ordinary meeting, were also read, and after some discussion,

Letter from Mr dohu Whelan, asking permission to erect a fence across a right-of-way between the Church of England and the Unman Catholic cliapci. Ordered to lie over till it could he ascertained if Board had power to grant request. Letter from 11. Gyuit, asking permission to sublet sections of land leased by him from the. Board, to Mr Towaro, Native. Agreed to. Letter from Mr T. "Wright, asking permission to fence in a portion of the road, near his residence. Granted. The Chairman explained at Rome length the difficulty of obtaining the Crown grants for the various reserves, belonging to the Board. When in Wellington ho made full inquiries on the matter, and was told that the Crown grants would, in a very short time, be placed in the Registry Office, at New Plymouth. Since his (Mr Sherwood) return, he had received a telegram from Major Atkinson, stating that the Crown grants were all ready, but one, and in all probability that would he ready in a few days. Mr Sherwood thought that the grants were now in. the Registry Office, and that before many days the Board would be in a position to give the various lessees their title to their land. Mr Hirst called the attention of the Chairman’ to the fact of a special meeting being called, and held, after only twentyfour hours’ notice, lie (Mr First) always thought that forty-eight hours’ notice should be given to each member, before meeting. The Chairman, in replying, said that there was no prescribed time laid down to elapse, after notices of such meetings were issued, and that business other than that mentioned in the notice to members calling a meeting in such cases, could be considered. Mr Sherwood also stated that it was his intention not to vacate the Chairmanship before all matters connected with the Crown grants wore* amicably settled. At this juncture, Mr Sherwood, having to attend at the County Council offices, left, and Mr Milroy was voted to the chair.

Mr Bhodcs complained of a nuisance that existed opposite bis house, in the shape of a watorclosot in Mr Dale’s yard, and close to the side of the street. Mr Milroy also alluded to the existence of the same nuisance. Air Hirst thought that it was a matter for the Inspector of Nuisances to attend to, and pointed out that the time was not far distant, when, the Board should consider the question of main drainage for the town. It was resolved, that, Air Dale be served with a notice, to have the nuisance complained of, removed immediately, failing to comply, proceedings to be instituted against him. "Air Lett appeared in person, to complain of the boggy state of the side of the road in Tarauaki-strect, opposite Ins residence, and spoke in very strong tonus of the apathy of the Board in allowing the nuisance to remain so long - , and which has caused so much unpleasantness to the residents on that side of the street. The Chairman informed Air Lett, that, shortness of funds was the only cause of the Board’s apathy. He (Mr AHlroy) was quite alive to the necessity of something being done with the [dace complained ot bv Mr Lett, and suggested that people living on that side of the street should help to abate the nuisance, by throwing sweepings, Ac., from out their shops ildo sideling, lie said, when the Board is m a position to undertake works, the place in question would not he lost sight ot. It was proposed by Air Bhodcs, seconded by Mi - Tapliu, “That the sum of illlo he paid over to Air Sherwood, as voted by ihe Board at the last special meeting, to cover expenses of visit to AVellingtaii, on business connected with the Board. Alessrs Hirst and AlcCarthy objected to the ratepayers’ money being voted for such a purpose, stating that the Board was not in a position to vote, by advance, or otherwise, any sum of money, as there was at the present a considerable overdrai t duo the Bank. Air Hirst said lie would not support the resolution. A •mry warm discussion ensued, in which all the members took part. Air AHlroy informed the members that only f*(> was required, as the balance had been made up by voluntary subscriptions. The resolution was put and carried, Alessrs Hirst and McCarthy voting against it.

Mr Rhodes drew the attention of the Chairman to furze growing on the footpaths, within the town, and suggested that the Chairman take the necessary steps to have it cut down. Mr Hirst gave notice of motion, that, lie would, at the next ordinary meeting of the Board, propose, “ That the Clerk’s salary be reduced.” A few potty cash accounts wore passed for payment, and the Board then adjourned till first Monday in April.
