CARLYLE TOWN BOARD.

A special meeting of the Town Board was hold on Saturday evening last, for the purpose of electing a Chairman, and for the transaction of other business, held over owing to the annual nomination falling on the same day that the monthly meeting should have taken place. All the members, with the exception of Mr South by, were present, and as the old members had all boon re-elected, no now' members w r ere introduced. The minutes of the last meeting were read and confirmed. ELECTION OF CHAIRMAN. Mr Milroy moved, and Mr Williams seconded, “ That Mr G. F. Sherwood he appointed Chairman for the ensuing year.” This resolution was carried unanimously, no other candidate being proposed, and Mr Sherwood then took his seat. TOWN CLERK’S SALARY. Mr McCarthy moved, and Mr Rhodes seconded a resolution, “That the Town Clerk’s salary for the present year he £50.” This was also agreed to without dissent. CORRESPONDENCE.

A letter was road from Captain Wray, Officer in charge of Confiscated Lands in this district, in reference to the cricket ground, and enclosing the copy of a letter, dated May. 1875, and sent to the Patea Cricket. Club at that time, in which the conditions on which they could hold the reserve of five acres were stated. These were that they should remove at. a month’s notice, it required ; that they should have a right to remove any fencing- that they might erect, but that they should bo entitled to no compensation. The Chairman explained at some length the negotiations that had taken place between the Cricket. Chib and the Board, and showed where the disagreement really existed. A statement, of the whole proceedings. and also of the conditions offered by the Board, mid asked by the chib, bad been 'forwarded to the. Government, and, as soon ns a reply is obtained, a public meeting will be called, when fn’l particulars will be laid before those present, and an opinion obtained as to the Board’s position. An application was made by James Johnston, of Taranaki, for the Board to release him from liability, in connection with the purchase of leases of some sections in Carlyle, as lie could do nothing with them, and proposed going to Queensland. He offered to forfeit the deposit he had paid. The Board refused the request, and the clerk was instructed to inform him that they would hold him to his bargain. A letter was received from the Siinerintendent, in reply to one from the Chairman, relative to the promised gaol, repeating that the vote of last year for that purpose had lapsed. It further stated that the revenue derived from confiscated lands, was paid to the Province as it arose, and that the. Government would spend a fanproportion in opening up lands in the Patea district for settlement. As Carlyle had been endowed with the remaining unappropriated lands, for the use of: the town, it was not likely that the Government would be able to add much to the £IOO already received by the Board. To this letter a reply had been sent by the Chairman, and another letter bad been received from the Superintendent. In this the latter said that the money was voted for the gaol, or any other public work, and that it bad been expended. He also pointed out that the Provincial Government had been most anxious to open up the district, and that on the Estimates for the coming year a sum of .-£2,500 had been recommended for expenditure in Patea. lie remarked that it would be wise to wait till the General Government took over the whole governance of the Colony, when no doubt they would erect gaols whore required. Any further correspondence, in connection with the above letters, was left in the hands of the Chairman.

A reply was received from the Undersecretary in the Department of Justice, in reference to the Board’s application for the use of the Court House, asking how long it was wanted for, and whether the Board were taking any steps to provide themselves with necessary accommodation. The information asked for was ordered to he furnished. A memorial was received from ratepayers in Meredith-street, showing the disgraceful state of that thoroughfare, and asking that a footpath should be formed. They added that the conveyance of the street from Mr McGuire to the Board was being prepared by Mr Adams, and that the land°would he handed over forthwith. The memorialists to be informed that, when the street was actually handed over and gazetted, the required work would be done. The Inspector of Nuisances sent in a report, stating that, though some nuisances still existed, they were of a very slight character, and that the persons warned had done all in their power to abate those

complained of. He brought under the notice of the Board the necessity there was for the pound being properly kept, for otherwise it would bo impossible to keep cattle off..the streets. Some discussion took place on this report; during which Mr McCarthy rcmaiked that it would bo hard for the police to do their duty in impounding stray cattle, as their chief had cattle running about, and if constables impounded them, they - might “ got the sack.” Ultimately, Mr Williams gave a notice of motion, to be considered next week, when the whole impounding question will be gone into. An application by Mr F. McCarthy to transfer the lease of a section to Mr Wilson, was granted, as applicant had originally purchased it for the latter. Mr Tennent sent in an application to have his name placed on the ratepayers’ roll, as occupying the Bank of New South Wales building. The Chairman said that could not be done at this period. There was a proper time for names to be put on the roll, but the present roll could not be interfered with now. Mr Taplin would certainly apply to be placed on the roll as agent for certain landowners, if Mr Tennent, as an agent, was allowed to have his name on the roll Messrs McCarthy and Williams thought that Mr Tcnn cut’s name should be on the roll. Eventually the matter was postponed till the next, meeting, in order to allow the Oh airman lime to ascertain the law on the Subject. .. , _ A resolution in favor of extending the road to Milroy’s wharf was carried. Some other unimportant business was done, after which the Board adjourned.
