A safety measure which was a very desirable feature was noticed by a traveller from New Zealand who visited Balboa, at the Pacific entrance to the Panama canal. Here, one of the American schools has its playground situated on the opposite side of the road to the school. When the bell rings for the children to go out to play, the motor traffic on the road stops to allow them to cross over to their playground. This practice is always observed when the children come out of school, and consequently there are no accidents. Buring an address to the Canterbury branch of the Economics Society Dr J. Weston gave it as his opinion that it would be some time before private capital felt any confidence, in investments on rural land. This opinion was questioned by Mr A. C. Bretherton (reports the Times). “I am confident,” he said, “ that if no moratorium is imposed there will be plenty of private canital for investment on land.”
