A speaker at the annual meeting of the Primary Schools Headmasters’ Association in Wellington said the main difference, in his view, between English and New Zealand schools was that in England the teacher had freedom and in New Zealand he had not. While in England, a wellknown speaker had said to him the teacher had freedom, and he should see that he kept it. As an example of the local lack of freedom, the speaker said that if the proficiency examination was abolished he could introduce new methods into his teaching of arithmetic, but under the present system he could not do so.
