BREACH OF PRIVILEGE
LONDON, August 12. In reference to the cablegram of July; 21, the Duke of Norfolk writes that he had not authorised the publication of his letter to the Unionist candidate for High Peak. The Committee of Piivileges had desired his presence, but he presumed the application must be made ' to " the House of Lords. J The House of Commons Committee's decision in the matter is adjourned. j . ! The cablegram referred to stated that on the motion of Mr Dillon, seconded by Mr John Redmond, the House of Commons-re-solved that the Duke of Norfolk had been guilty of a breach of privilege in writing to the Unionist candidate for High Peak ia the interest of the Catholic schools. Mr Asquith expressed the view that fche Housa of Commons would be stultifying itself if it allowed the matter to pass unnoticed. Mr Balfour eaid the matter was trivial, and he 1 twitted the Radicals with furbishing up rusty weapons of immemorial antiquity instead of preserving the living and working elements of the Constitution
