*»> • PEKING, August 7. A serious difficulty has arisen between China and Japan, owing to the latter proceeding to widen and relay the MukdenAnt ung railway without Chinese co-opera-tion. The line was originally laid for war purposes. China agreed to the reconstruction of the line, but her procrastination and obstructions forced Japan to take independent action. "The Japanese War Office asserts that Japan is prepared for every eventuality. Dr Morrison states that the Chinese opposition is due to Japan taking the land whereon the railway is laid without giving compensation to the owners.
