THE CONGO.
PROPOSAL BY KING LEOPOLD. BRUSSELS, March 3. According to the Brussels Matin, the Congo State is assured of Germany's effective support against Great Britain' 6 pretensions. It adds that Germany agrees to $he Congo's interpretation of the Berlin, SjLct concerning commercial liberty. March 5. • King Leopold surrenders the Crown Domain in the Congo for £2,500,000, which will be expended at ths King's desire in 1 embellishing Belgian cities. ■ Parliament will spend £120,000 annually on the hospitals and satatoria in the Congo for a period of 15 years. Parliament will in future oontrol the Budget. . The allegation made by the Brussels correspondent of the Matin with reference to Germany's attitude in the Congo is officially contradicted.' King .Leopold, in the Crown Domain, and the Government, in the rest of the Congo Free State, . are abolishing forced labour. March 6. King Leopold retains the ownership of 40,000 hectares in^the Mayumbe district of the Congo for coffee and cocoa plantations. He also retains the usufruct of his Congo Domain during life.
