Chinese Minister, lias been instructed to discuss with Prince yon Bulow the question of the treatment of trade by the Japanese in Manchuria and to broach th« possibility of ..the United States and Germany entering into a special agreement for the maintenance of equal trade oppc^« ' tunities in Chinese territory.
