LONDON, February 19.
Russia's determination to secure a prompt settlement with Turkey of the Persian frontier question and to compel the withdrawal of Turkish troops from; Persian territory is supposed to be the cause of the extensive military preparations on both sides of the frontier in the Caucasus.
