RUSSIA AND AUSTRIA
STRAINED RELATIONS. VIENNA. February 13. Relations between Russia and Austria, are d.sturbed owing to the latter obtaining from the Sultan an irack 1 to construct the Novibizar railway. It is feared that this will interfere with the prearranged concerted action for enloicing reforms ia Macedonia. -. February 14. Aus-tiia contends that the- Novibizar railway is purely a commercial undertaking. Rus^i.tn opinion declares that Russia. and Bulgaria are not less entitled to similar economic developments by means of the Danubian-Adriatic line and a junction of the Bulgarian-Macedonian lines. February 15. The Nene Freie Presse, Vienna, states that the Treaty of Berlin does not allow Montenegro to permit the construction of railways across its territory without express consent. The paper says it if doubtful whether thi6 will be given, a* the proposed line would greatly neutraht* the value of Austria's projected raihvu; to Mitroitiza, in Turkey.
